Modelo de gestión en materia de prevención de riesgos laborales en las obras de construcción de la Armada

Abstract

Las obras de construcción de la Armada están afectadas por una gran confluencia de normativas que en ocasiones son de difícil compatibilización. Su aplicación se ve condicionada no sólo por el sistema fragmentario del desarrollo parcial de algunas normativas, sino también por la indefinición de algunas de ellas de ámbito más general. A esto se unen los defectos habituales en el desarrollo documental, propio del sector en el ámbito de la seguridad y salud de las obras de construcción. La peculiaridad del propio estamento, de su personal y la existencia de organismos específicos de control, que en la iniciativa privada no existen, aunque mejoran la eficacia de la actividad preventiva, hacen necesaria una visión global del conjunto normativo que sirva de directriz y permita interpretar claramente los conflictos que actualmente existen. Como objetivo, se plantea un modelo de gestión que unifica y concreta toda la gestión documental antes del inicio de la obra, la delimitación de funciones de los distintos agentes intervinientes y su idoneidad, así como plantear la necesaria convivencia de la actividad de la propia obra con la Dependencia donde se desarrolla. Con todo ello se busca, mejorar el contenido documental de los estudios de seguridad y salud, optimizar la eficacia de los actuales procedimientos y la idoneidad de los técnicos competentes actuantes, lo que se concreta en una propuesta global para todo su proceso.

The Navy’s construction works are affected by a great confluence of regulations, and there are sometimes some difficulties to fulfill all at the same time. Their application is not only conditioned by the fragmentary system of the partial development of some of them, but also by the lack of definition of some of these regulations because theirs more general scope. In addition, there are the usual defects in the documentation’s development, which are typical in terms of safety and health in the sector of building construction. The peculiarity of the establishment itself, its staff and the existence of specific control boards, which in the private initiative do not exist, improve the effectiveness of the preventive activity. However, these boards make necessary a global vision of the normative set, which would serve as a guideline and would allow a clear interpretation the conflicts that currently exist. As an objective, it is proposed a management model that unifies and specifies the following aspects: the documentation’s management before the start of the work, the functions’ delimitation of the different intervening agents and their adequacy, and the necessary coexistence of the construction itself with the Unit where it is developed. In conclusion, what is sought is to improve the safety and health studies documentary content, optimize the effectiveness of theurrent procedures and the suitability of the competent technicians involved; therefore a global proposal for the entire process.
