Abstract
Construction is one of the most hazardous sectors, presenting a huge number of accidents at work. Industrialized countries have become aware of this situation and have developed policies to attempt to deal with this issue. In this regard, the Health and Safety plan is the document where the information about health, safety and welfare matters for site work is described. However, nowadays the development of H&S plans is not often made correctly and it results in very large documents with generic information. This study aims to propose a methodology to evaluate the content of these documents according to a reference model. Based on this proposal, a method to evaluate the goodness of such plans is also proposed, which consists of assigning a percentage to a given plan based on its content.
