El parque anterior a NBE-CT-79 concentra edificios ineficientes y vulnerables a pobreza energética. Se plantea rehabilitación integral de cuatro bloques en Badalona (1977), 78 viviendas y 5508 m² en C/ Rambla Solidaritat-Lope de Vega. Inicial: Clase G, 231 kWh/m²·año energía primaria no renovable, 47,7 kgCO₂/m²·año emisiones. Demanda: calefacción 125,9; refrigeración 6,8 kWh/m²·año (global 132,7). NGEU con doble objetivo: ≥60% reducción energía primaria no renovable, ≥75% demanda térmica; demostrador escalable alineado UE (-55% emisiones) y PRECAT/PROGROC. Soluciones: SATE fachadas (1474 m²/edificio): REDArt ROCKWOOL, Rocksate Duo Plus (doble densidad), fijaciones mecánico-químicas. Cubierta (63 m²/edificio): Solarrock Multifix + SBS pizarra blanca reflectante. Carpinterías: PVC VEKA Softline 76 (triple junta TPEPCE). Complementarias: amianto, accesibilidad, CAES antes/después. Resultados (CEX v2.3): energía primaria 231→88,4 kWh/m²·año (–62%), ahorro 785 MWh/año total. Emisiones 47,7→18,4 kgCO₂/m²·año (–62%), –1060 tCO₂/año (1713→653 t). Calefacción 125,9→28,7 (–77%), ahorro 535 MWh (693→158). Refrigeración 6,8→3,8 (–44%). Global 75% (132,7→32,5). Económico: 628.105 €/edificio IVA incl. (32.210 €/vivienda), total 2,512 M€. NGEU 21.000 €/vivienda (409.500 €/edificio) + privada. Modelo replicable masivo. Colaboran: CATEB (asesoramiento técnico especialista), UPC (monitorización real de resultados), ROCKWOOL (aislantes, control, cubierta pionera España). Demostrador NGEU: lana roca incombustible, G→D, circular, CAES. Cumple PRECAT/PROGROC, escalable 6M viviendas catalanas >30 años, UE (-55% GEI 2030).

A comprehensive refurbishment is proposed for four blocks in Badalona (1977), comprising 78 dwellings and 5,508 m² at C/ Rambla Solidaritat-Lope de Vega. Initial situation: Class G, 231 kWh/m²·year of non-renewable primary energy and 47.7 kgCO₂/m²·year of emissions. Demand: heating 125.9; cooling 6.8 kWh/m²·year, with a global demand of 132.7. The NGEU intervention has a dual objective: at least a 60% reduction in non-renewable primary energy and at least a 75% reduction in thermal demand; it is conceived as a scalable demonstrator aligned with the EU target of -55% emissions and with PRECAT/PROGROC.
